Description: On or about October 8, 2016, Plaintiff saw three unknown males carrying his personal property from his apartment and garage. Plaintiff approached the three unknown males and confronted them, but the unknown males continued to remove Plaintiff's personal belongings and place them into a red Volkswagen parked in front of Plaintiff's apartment. Plaintiff then called the police department for assistance, and Sergeant Tyrone Mederos and other unknown officers arrived. The three unknown males informed Sgt.
