Description: On May 16, 2013, Plaintiff heard a commotion and crossed the street to find her godbrother being arrested. Plaintiff inquired as to the circumstances and was told to step back. Plaintiff saw a cell phone fall from his pockets, so she picked it up and tried to walk away. Plaintiff was then violently thrown to the ground, causing her halter top to fall off and expose her upper body. As Plaintiff then tried to walk away, other officers threw her into and then over a metal fence, causing injury to her arms as she tried to brace her fall and exposing her undergarments as her legs splayed in the air.
