Description: On October 31, 2017, at approximately 3:00PM, Helary Dupigny was a passenger in a car his friend was driving, when NYPD Officers, including Officer Nicola Apadula, pulled them over in the vicinity of Tomkins Avenue and Quincy Street, Brooklyn, NY because the car allegedly had a broken tail light. The officers ordered the driver to exit the vehicle and subjected him to a search, where they found no illegal contraband. They then alleged that the car smelled like marijuana, even though there was no marijuana in the vehicle, and ordered both occupants to exit the vehicle. Dupigny was video recording the defendants on his cell phone and asked him why they were ordering him to exit the vehicle. They provided no legal...
