Description: On October 2, 2019, at approximately 3:46 P.M., Plaintiff Donovan Bradley was approached by several NYPD Police Officers near 913 Saratoga Ave in King County. The NYPD Police Officers, including Defendants Luis Fernandez, Sgt. Nocerino, Jason Smith, and Det. Joseph McEvoy, stopped Plaintiff without probable cause or reasonable suspicion, unlawfully seized him and placed him in handcuffs, and escorted Plaintiff to the 73rd Precinct. Defendants, including Luis Fernandez, falsely informed employees of the Kings County District Attorney's Office that they had observed Plaintiff commit crimes.

Description: Defendants pulled Mr. Rhode's vehicle over for no valid reason. After Mr. Rhodes produced a valid driver's license and registration, the defendants asked Mr. Rhodes to get out of his vehicle, and searched the vehicle without his consent.
