Description: On April 21, 2012, at approximately 6:00 PM, the plaintiff, Wendell Baker, was lawfully present on a public sidewalk when the defendants, the named police officers, forcefully stopped, questioned, frisked, searched and arrested the plaintiff without reasonable suspicion, probable cause or any legal justification.
