Description: On September 27, 2023, around 5:30 P.M., plaintiff Georges Coly was lawfully standing near 6th Ave between 49th Street and 50th Street and not engaged in illegal activity. Plaintiff was unlawfully targeted, handcuffed, held at the scene, transported to a police vehicle, held at a police precinct, and forced to undergo great mental anguish. The DA declined to prosecute the arrest by letter dated October 11, 2023.
