Description: On September 2, 2012, Plaintiff was lawfully standing on the street when he was subjected to both verbal and physical abuse by Defendant Officers, including P.O. Kevin Hoffman. Plaintiff was beat up by Defendant Officers and P.O. Kevin Hoffman. He was punched and hit in and about his face and body, forcibly detained and handcuffed, which led him to suffer severe personal injuries. Plaintiff was placed in apprehension of imminent or offensive contact and was concerned that the Defendant Officers were about to cause an offensive or harmful bodily contact.
