Description: On February 22, 2014 WILFREDO URBINA, DAYSHAUN SCOTT, WESLEY LISBY, EDDY TEJEDA, and DANIEL TORRES, all Latino or African American, were heading to TEJEDA’s apartment after parking their vehicle and entering a connivence store where harassed by a group of Hispanic individuals that shouted racial and homophobic slurs. The Hispanic individuals became hostile and aggressive. Officer KEVIN LO heard and observed the altercation but did not approach the Hispanic individuals, failing to intervene.
