Description: On October 3, 2010 Plaintiff was driving when PO Nelson Mangual and PO Ronald Kowalski pulled him over in their police vehicle. POs requested paperwork and Plaintiff provided, also asking why he was pulled over. PO Mangual told Plaintiff he was pulled over for speeding, then walked to the trunk of his police car, retrieved a tint meter, and returned to Plaintiff. Plaintiff's vehicle did not have tint on the windows. PO Mangual told Plaintiff to roll his car windows up, then further, than down and Plaintiff was confused regarding the contradictory instructions, stating "I am trying to comply." PO Mangual responded by reaching into Plaintiff's car, pulling him out of his car, and wrestling Plaintiff with PO Kowal...
