Description: On or about July 4, 2019, Plaintiff observed an unknown male strike another unknown male. Police Officers John Does then tackled, tackled, handcuffed, and arrested Plaintiff even though Plaintiff was not involved in the incident and did not engage in criminal or unlawful conduct. Police Officer Scott Edwards claimed that Plaintiff attempted to prevent the arrest of another person through physical means, though Plaintiff did not take such action. Plaintiff was then taken to the precinct and arraigned and released on his own recognizance on or about July 6, 2019, more than 24 hours after his arrest on July 4, 2019.
