Description: On February 20, 2014, Howard Williams (Plaintiff) was inside the 79th precinct and was having chest pains and difficulty of breathing. He requested for medical attention and to be sent to the hospital; however, defendants refused plaintiff’s request. PO Tavarez, PO Alvarez and John Does 1 and 2 (Defendants) assaulted and battered plaintiff. Plaintiff was then transferred to Central Booking where he was taken to a hospital for treatment.
