Description: On February 1, 2023, Plaintiff Julio Rivas ("Plaintiff") was operating a motor vehicle and although Plaintiff had not committed a traffic infraction, members of the NYPD puled behind Plaintiff's vehicle and directed Plaintiff to "stop" his vehicle. Thereafter, NYC Police Officers Kenneth Connolly and Isaiah Deodat("Defendants") pulled the Plaintiff over and gave him a traffic ticket. As Plaintiff began to drive away a mere foot, Plaintiff noticed that the Defendant Deodat pretended that Plaintiff's vehicle struck his vehicle, which Plaintiff never did.
