Description: On August 15, 2017, at approximately 1 a.m., Plaintiff was lawfully present in his vehicle when seven individuals began Plaintiff's car, breaking the front and passenger window and bumper of the car. In order to protect himself from the assault, Plaintiff drove his car away from the assault to seek police assistance. Defendant Officers Albert Moulier, Vincent Arias, and John or Jane Doe 1-10 ignored Plaintiff's pleas for help and falsely accused Plaintiff of operating a motor vehicle while under the influence of alcohol or drugs and leaving the scene of an incident without reporting.
