Plaintiff was given their coat to put on before being taken outside into winter weather. Plaintiff was trying to get their coat on but had not fully put the coat on when the defendant officer wrenched the plaintiff's arms behind them to handcuff them. Plaintiff told the officer their arm would not bend that way and the coat was getting in the way but the officer slammed Plaintiff's head onto a desk, pinning them down face-first. Description: On December 23, 2016, plaintiff was in a hotel room when NYPD officers, including Detective Kendrick Victoria, entered and arrested plaintiff without probable cause. Plaintiff was taken to a police station and held in custody. The NYPD officers falsely claimed to have witnessed two women agree to participate in sexual activity in exchange for money with plaintiff, and that plaintiff stated that it was his hotel room. Victoria also falsely claimed that he found marijuana in the hotel room. The officers sent paperwork containing these false allegations to the District Attorney's Office.
