Description: On February 18, 2015, Plaintiff was subject to what he alleges was an illegal stop and arrest by NYPD Officers Joseph Gavino and Kenneth Shields. Plaintiff alleges Officers Gavino and Shields coordinated with an unmarked police vehicle to delay Plaintiff from driving, to ultimately use as pretext to arrest plaintiff. When asked for his ID, plaintiff presented his Tribal Driver's License, when Officer Gavino said "give me your real driver's license." Sergeant Joseph Bello was called in to review the ID - and ordered plaintiff to be handcuffed and arrested and said to Officer Gavino, laughing, "N----- claims he is an Indian chief."
