Description: In the early afternoon on September 19, 2021, the Plaintiff, a 61-year-old woman who is an active and well-known member of her community, called 311 to request that water services be restored to her building. The water had been turned off as a result of the tenants' long-standing battle with an abusive landlord. At approximately 11:00 a.m., two NYPD members arrived at the plaintiff's residence, placed her in handcuffs and arrested her without explanation.
