Description: On March 20, 2011, Plaintiff was unloading a car after a party with his girlfriend and children when Defendant Officer Donald Percival approached. While Plaintiff apologized for stopping in a bus zone to unload, Defendant Percival suddenly threw Plaintiff around and against the car, then restraining him with tight, painful handcuffs. At the precinct, Defendant Officer Ho informed Plaintiff that unless he wrote a statement confessing to being intoxicated, CPS would take his children. Plaintiff unwillingly complied. On October 17, 2012, Plaintiff was acquitted on all charges.
