Description: On October 19, 2021 at approximately 1:30 p.m., Plaintiff Tyson Ratliff was lawfully present in the vicinity of 8th Avenue and West 31st Street, New York, NY. Plaintiff was illegally approached, stopped and asked him for his name and identity, without probable cause, reasonable suspicion, valid search or arrest warrant, or any legal justification whatsoever by Defendant Officer Katherine Sepulveda and defendant officers John and Jane Doe 1-10.
