Description: On March 15, 2017, at approximately 8:00pm, Plaintiff was lawfully inside the Washington Hotel when he was approached by several uniformed members of the New York City Police who asked plaintiff to place his hands behind his back. Plaintiff remained inside the hotel, rear cuffed, while members of the NYCPD including defendant officer Gregery Chardonet spoke with residences of the hotel. 30 minutes later, police offers removed the handcuffs from Plaintiff and ordered him not to return to the hotel that night.
