Description: On August 30, 2015 at approximately 7:50 pm, Sergeant Edward Bowe and Officer Bernard Barrow rang Plaintiff's apartment buzzer, asking for her neighbor. Plaintiff opened the front door of the apartment building slightly to explain to officers that her neighbor was not home and she did not consent to their entry without a warrant. The officers pushed open the front door, causing Plaintiff to tumble back and fall. Sergeant Bowe handcuffed Plaintiff for approximately 30 minutes and gave Plaintiff a summons charging her with disorderly conduct. Plaintiff complained that the handcuffs were too tight.
