Description: On April 19, 2018, at approximately 2:30 pm, in the vicinity of 70-30 Austin Street, Queens, NYPD officers stopped Mr. Babadaglian. Mr. Babadaglian was operating a motor vehicle then and was trying to maneuver around a double-parked car when Officers Bleck, Rivas, and John Doe #1 drove towards him – Mr. Babadaglian gestured out his window, indicating that he was trying to pass the double-parked vehicle but Officer Rivas, who was in the driver’s seat, rolled down his window and confronted Mr. Babadaglian, asking him what his problem was. Mr. Babadaglian had no idea and had no reason to know that Officer Rivas was a NYPD officer at that point in time – he asked, rhetorically, if Officer Rivas was stupid. At this ...
