Description: Between 2017 and 2019, Plaintiffs were held for at least several as pre-arraignment detainees at Brooklyn Central Booking (BCB). They allege that the Defendants violated their constitutional rights by subjecting them to inhumane conditions of confinement. These conditions include:
(1) overcrowding - Plaintiffs were packed into overcrowded cells, often forcing them to only have space to stand for hours. When the space opened up, Plaintiffs were forced to sit or lie on filthy hard ground. The benches found in some cells were insufficient to accommodate the crowd.
