Description: On October 25, 2016 at approximately 1:30pm, Mr. Nelson and Mr. Luna were visiting a friend incarcerated at the NYS DOCCS Queensboro Correctional Facility. After clearing security procedures, they were admitted to a visiting room to see their friend. Each shook hands with their friend, but no other contact was made. After about 30 minutes, Correctional Officers (Michael Moes) ended the visit, but continued to hold Mr. Nelson and Mr. Luna for approximately two hours. They did not allow Mr. Nelson access to the bathroom, forcing him to instead urinate in a bottle. Four NYPD John Does (upon information and belief: Miszuk, Tkaczuk, Frangatos and Cortes) arrived.
