Description: On September 2, 2020, plaintiff was tased by defendant Baltzer while plaintiff was engaged in a conversation with police officers about moving a vehicle belonging to this family out of a certain street. Plaintiff had come to a hospital where his son had been admitted as a gunshot victim. Plaintiff was not an immediate threat to himself before being tased, nor was he actively resisting custody. The discharge of the taser knocked the plaintiff to the ground forcefully. He struck his wrist and sustained scrapes and bruises. The plaintiff was handcuffed on the ground.
