Complaint
Description: On August 14, 2019, Defendants, including BRIAN LEE and JOSE GOMEZ, illegally approached Plaintiff, RALPH HERRERA, forcefully grabbing and holding Plaintiff’s arms and body. Defendants, including LEE and GOMEZ, then illegally seized, detained and questioned Plaintiff regarding criminal activity and illicit items without probable cause. Defendants, including LEE and GOMEZ, violently contorted Plaintiff’s arms behind his back prior to rear handcuffing Plaintiff in an excessively tight and painful manner. Plaintiff made numerous complaints that either ignored or denied by defendants, including LEE and GOMEZ, regarding the substantial physical pain and suffering caused by the excessively tight handcuffs.
