Description: On November 30, 2021, Plaintiff was preparing to enter his vehicle, lawfully at the corner of a Manhattan intersection, when he was approached by PO O'Rourke, PO Mejia, and 10 unknown POs. The POs stopped, detained, and questioned Plaintiff as to why he was wearing a bulletproof vest. Plaintiff responded that he was wearing it for protection from bodily harm due to the presence of gun violence affecting people of his skin color. The POs continued to detain Plaintiff and then questioned him about documentation marked with a legitimate court seal that was lawfully posted on the back of Plaintiff's vehicle, accusing him of Criminal Possession of a Forged Instrument.
