Conclusion Meanings:

'Exonerated': or 'Within NYPD Guidelines' - The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.

Torres, Brenyz vs City of Ny, et al.
Case # 518457/2021, Supreme Court - Kings, August 26, 2021
Complaint
Description: On June 28, 2019, while having dinner with his family at their apartment in Brooklyn, Brenyz Torres encountered a troubling situation when NYPD officers entered without a warrant. The officers alleged that they discovered drugs not belonging to Torres and proceeded to arrest him. During the arrest, they applied handcuffs so tightly that Torres experienced considerable pain and discomfort. He was wrongfully held for about 30 hours before all charges were dismissed on January 30, 2020. The case also mentions Rilton Harry, who faced similar unjust treatment by the police.
