Description: On or about June 12, 2016 Plaintiff's ex-girlfriend arrived at Plaintiff's residence, in violation of an Order of Protection taken out against her by Plaintiff's mother. Plaintiff's ex-girlfriend began attacking Plaintiff, who called the police. PO Brown responded as Plaintiff's ex-girlfriend was walking away. Plaintiff alerted PO Brown to her departure but PO Brown instead arrested Plaintiff and placed him in handcuffs. PO Brown took Plaintiff to the squad car and ordered Plaintiff to enter, but Plaintiff was unable to do so because the front seat was completely reclined, obstructing the rear seat.
