Description: Defendant Officer Filippelli randomly stopped Plaintiff refusing to let him cross the street after he let others in front of him cross. Defendant Officers then assaulted Plaintiff, searched him, tightly handcuffed him, and took him to the 6th Precinct. Plaintiff was charged with Dis Con which was later dismissed for facial insufficiency.
