Description: On March 15, 2012, at a private residence in Jamaica, Queens, four NYPD officers attempted to restrain the decedent, Shereese Francis, by beating, asphyxiating, cursing and/or tasing her, acts which contributed to Ms. Francis's fatal respiratory and cardiac arrest. The officers also failed to promptly summon the EMTs present at the residence after they noticed Ms. Francis had become unconscious, an act which also contributed to her death. Prior to the restraint, the officers had appeared at Ms. Francis's bedroom door without her having been notified. The officers were aware that Ms. Francis was mentally ill.
