Description: On October 27, 2022, Plaintiff was inside the 48th Precinct because he made numerous 911 calls that were never responded to. Plaintiff wanted to make a formal complaint in person, but was told that he could not and he must leave. Plaintiff asked to speak with a supervisor, this is when he was surrounded by multiple police officers and was backed into a corner. Defendant Officers grabbed Plaintiff's wrists, arms, and waist, and slammed Plaintiff into the floor of the lobby. Description: On February 27. 2022, Plaintiff called 911 because Plaintiff’s former boyfriend was inside her home threating her and her daughter. They opened the door to defendants when their dog starting barking from inside the back of the residence. Plaintiff confirmed that the dog was secured, complied with Defendant’s order to step out of the apartment and to provide proof of residence. In order to show a proof of residence, the boyfriend asked to release the dog to enter the room and the police officers acknowledged.
