Description: On September 17, 2022, Plaintiff was walking down the street when three men exited an unmarked vehicle and called out "You Good!" Plaintiff was frightened, not knowing that these three men were police officers (Unnamed POs 1–3), so he ran away. The POs yelled to the Plaintiff, "If you run you look guilty" and shot Plaintiff with a taser gun, causing him to fall face-first onto the pavement, suffering a black eye, fracturing his teeth, bruising and cutting his face, and breaking his toe. The POs then arrested Plaintiff despite no reason to do so.
