Description: On August 14, 2018, at approximately 3:00 p.m., Plaintiff was parking his vehicle when he was intentionally rammed into, head-on, by a large truck owned by the NYPD.
Then, a unidentified NYPD Officer who was operating NYPD VI ("V1 OFFICER") exited his vehicle, drew his weapon, and began approaching Plaintiff. After, Police Officer Detective John P. SYLVESTRE arrived in a different vehicle, and approached Plaintiff's vehicle with his weapon drawn. They reached over Plaintiff's lap to unlatch his seatbelt and and forcefully removed Plaintiff from the vehicle and slammed him to the pavement. The Officers did not command Plaintiff to exit the vehicle.
