Description: Plaintiff was attending to a friend during a medical emergency and approached a police officer, asking whether or not he could retrieve his friend's belongings before his friend was taken to the hospital. Plaintiff was then allegedly thrown to the ground, kicked, and punched by several police officers. Plaintiff was handcuffed, arrested, and charged with obstructing government administration, dis con, resisting arrest, and harassment.
