Description: On April 24, 2013, around 10:50 p.m., Plaintiff was in front of a building when his ex-girlfriend ran up to him, punched him in the mouth, and broke his glasses. Detective Dixon and a lieutenant, who had been watching this happen, approached Plaintiff and his ex-girlfriend and arrested both. Detective Dixon prepared a false report alleging that Plaintiff had held his ex-girlfriend against a van and repeatedly punched her, and a prosecution of Plaintiff was initiated based on this false report. Also, Detective Dixon falsely alleged, and deliberately manufactured false evidence to support the allegation, that after arresting Plaintiff, he found 17 bags of crack with Plaintiff.
