Description: On February 17, 2017, Defendant Detective Colin Higgin and several unidentified police officers wrongfully grabbed, handcuffed and arrested Plaintiff Nasir McMillan, while he was in his apartment. The handcuffs were so tight, they caused Plaintiff's wrists to turn red. Defendants took Plaintiff into custody, strip and cavity searched and held him at Rikers Island for 80 days. On April 20, 2017, the charges against Plaintiff were dismissed.
