Description: On March 13, 2013, Defendant Detective Sandra Richard, along with other unknown defendant officers, entered a pawn shop where Plaintiff John Frederick was the manager on duty. Defendant Detective Richard, dressed in plain clothes, asked to seize a piece of jewelry that was being held as collateral at the shop. Plaintiff Mr. Frederick asked to see identification or a warrant, to which Defendant Detective Richard refused.
