Complaint
Description: On June 6, 2020, while plaintiff McCaffrey was biking in a peaceful protest, Officers Caravello, Shea, Ciappa, Yen, and Fuentes tackled McCaffrey and beat him. McCaffrey had not heard any order to disperse or other announcement from the officers. Officers held McCaffrey's hands behind his back, shoved him on the ground, put him in a headlock, punched him, slammed his head into the ground repeatedly, and put a knee on his back. McCaffrey did not resist or respond with force. Other officers observed the assault and failed to intervene. The officers then handcuffed and detained him without probable cause. McCaffrey was released with a summons for disorderly conduct, which was dismissed.
