Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unable to Determine': The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Complaint
Description: On February 22, 2012, Plaintiff was a passenger in her brother’s car when it was pulled over. When Plaintiff asked why they were pulled over and for badge numbers, officers forcibly removed her from the vehicle, cuffed her and took her to the 69th Precinct. Plaintiff was held for 90 minutes and ticketed for disorderly conduct. As she was being let out of the holding cell, Plaintiff asked why she was arrested, so the desk sergeant put her back in the cell for 30 minutes as punishment. The summons was later dismissed.
