Description: On September 24, 2014, police knocked on the door of Plaintiff's home and Plaintiff's mother answered. The police were looking for two men who had sexually assaulted a woman the month prior. The officers said they were looking for "Daniel Logan". Plaintiff's mother said she does not know a "Daniel Logan" and there was no one by that name there. The officers demanded entry. Plaintiff told them his name and without probable cause, the officers arrested Plaintiff and put him in a police van.

Description: On November 29, 2012, a woman named L.G. was sexually assaulted inside an elevator by an unknown assailant. Detective Niurca Quiñones led the investigation of the crime, and eventually had L.G. identify non-party Terry Samuels as the perpetrator. Detective Quiñones discovered that Mr. Samuels was in a rehabilitation facility, unable to speak or walk for the past two years. Detective Quiñones did not prepare documents about the investigation into Mr. Samuels or disclose L.G.’s identification of Mr. Samuels for eleven months, withholding the information from the Grand Jury.
