Description: On August 23, 2023, plaintiff was driving when she grazed another vehicle which was double parked in the vicinity of 4th Avenue and Senator St. Afterwards plaintiffs vehicle was positioned such that she could not move her vehicle. Defendant Brian Hall whose car was parked next to plaintiff exited the car, leaving the door open and preventing plaintiff form leaving. He and another bystander then proceeded to shou at plaintiff using racially charged language, shoved a phone while recording into plaintiff's face, and broker her rear window.
