Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unable to Determine': The alleged conduct was investigated but could not determine both that the conduct occurred and that it broke the rules.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

Campana, Melissa vs City of Ny, et al.
Case # 819324/2024E, Supreme Court - Bronx, November 26, 2024
Complaint
Description: On or about September 3, 2023, at approximately 10:00 p.m., PO Perry and other NYPD officers assaulted and falsely arrested the plaintiff. They grabbed, punched, head-butted and handcuffed her with no legal justification. They then took her to the 52nd Precinct and on to Central Booking. The maliciously initiated criminal proceeding against her was terminated in her favor. Plaintiff had to seek extensive medical attention as a result of excessive force used by the defendants. She was stopped as a result of racial profiling and falsely arrested because of a quota system for arrests routinely used by the NYPD.
