Description: On April 12, 2023, the decedent Behor Mushiev resided in the same apartment as his roommate Lennur Mamutov. On certain dates prior to April 12, 2023, Mr. Mushiev complained to the City of New York and NYPD that his roommate was dangerous and a threat to his safety and well-being. However, NYPD officers ignored or refused to heed Mr. Mushiev's pleas and refused to arrest Lennur Mamutov or take any action thereby. Fearing for his safety and well-being and having no respite from the NYPD, Mr. Mushiev changed the locks on his apartment door to prevent Mr. Mamutov from entering.
