Description: On 12/7/22, at approximately, 7:30 p.m., Plaintiff Jerome Collins was lawfully in the vicinity of 2484 Adam Clayton Powell Jr. Blvd., New York, NY and doing nothing illegal, improper or acting suspicious in anyway.
