Description: On 12/7/22, at approximately, 7:30 p.m., Plaintiff Jerome Collins was lawfully in the vicinity of 2484 Adam Clayton Powell Jr. Blvd., New York, NY and doing nothing illegal, improper or acting suspicious in anyway. Absent an arrest warrant or probable cause unnamed defendant NYPD officers approached stopped, searched, summarily grabbed, assaulted, battered, and detained Plaintiff in an aggressive and excessive manner.
