Description: On August 13, 2023, Sgt. BURGHER, PO PAICHECO, JOHNSON, and RODRIGUEZ approached and told the Plaintiff that he had to leave while waiting for the train home with a friend at 12:30 a.m. inside the train station, Atlantic Avenue, Brooklyn. The Plaintiff was forcefully handcuffed even though Plaintiff did not consume an alcoholic beverage. When Plaintiff attempted to record what was happening with his phone, Sgt. BURGHER, PO PAICHECO, JOHNSON, and RODRIGUEZ knocked the phone out of Plaintiff’s hand and pushed up to the stairs, falling forward and breaking Plaintiff’s fall with his left arm extended. Sgt.
