Description: On or about January 16, 2015, Defendant Officers Lauren O'Rourke (Shield No. 26002), Tarek Jabbar (Shield No. 01919), Tristan Parker (Shield No. 02803), Sergeant Kenneth Caesar (Shield No. 02940) and up to 10 unidentified officers, wrongfully entered a public single-room bathroom with Plaintiff Thomas Vinson inside it with guns drawn. Defendant Officers wrongfully and without probably cause searched, seized and arrested Plaintiff and charged him with criminal possession of a controlled substance. Plaintiff was lawfully on the premises. Plaintiff was incarcerated for approximately 727 days and on December 27, 2018, all charges were dismissed.
