Description: On June 4, 2020, at approximately 10:30 PM, Plaintiff was at his home with his mother on the porch and observed Officer Pascole and other unidentified officers forcefully arrest a neighbor who is chronically ill. Plaintiff spoke up and told the officers that the neighbor has a medical condition. The officers began to yell and curse at Plaintiff and his mother. The officers approached, grabbed Plaintiff and dragged him down the front steps, ripping Plaintiff's shirt and physically injuring him. The officers arrested and tightly handcuffed Plaintiff, causing injury.
