Description: On, or about, July 21, 2019, at approximately 4:00 a.m., in the vicinity of the southeast corner of Third Avenue and East 149th Street, in the Bronx, New York, plaintiff and three other individuals were passengers in a motor vehicle that was involved in a car accident. Defendant Officers Serrano, Saunders, Barth and Quiles arrived at the scene shortly after. Defendant officers never observed plaintiff seated inside the crashed vehicle and were not told by any witnesses that plaintiff was seated there. Defendants physically restrained and removed plaintiff by rear handcuffing her very tightly, resulting in substantial pain and physical discomfort.
