Description: On April 12, 2017, NYPD officers Michael Wren and Julio Arias stopped and frisked Plaintiff without reasonable suspicion to believe Plaintiff committed a crime. The officers did not recover any contraband from Plaintiff's person. While Plaintiff was being detained, officer Wren allegedly found a pistol on the rear passenger side wheel well of the minivan, and the officers placed Plaintiff under arrest. Plaintiff was unlawfully incarcerated on Rikers Island.
