Description: On August 16, 2015, the Plaintiff was approached by named Defendants, Narine Ramlochan, Gregory Vasquez, and Jessenia Tabb, without legal cause. At the time, the Plaintiff was not involved in any unlawful activity. He was searched by the Defendants, who found no guns, drugs, or contraband on him. Despite this, he was arrested without legal cause, handcuffed, and placed in the back of the police vehicle. Without resistance or provocation, the Defendants then maced the Plaintiff while he was in the back, requiring him to be taken to the hospital for treatment.
